I prefer not to create new skill, because manikin and necromorph are not the only dead (there is too djinn marihtin, ifrit pyrithin, ancestor spirit and hero spirit of wolf night shaman). I restate for Command
Virato can use this skill several times a round within the limits of available AP. During activation, he can give 1 AP to a non-hero and not puljanar (manikin and necromorph) friendly miniature within Mind range. The chosen miniature must immediately use this AP to make a shooting attack or a charge. This skill follows the normal rules for shooting attack or charge and does not entitle an extra shot or charge.

What is puljanar? It doesn't translate well. So would this spell affect Ch'unqay?

On that you are correct. Is Ch'unqay a Manikin? If so I'd suggest changing it's name to Prowler Manikin.

So I suggest the following.

That's correct, I was saying you don't need to keep Homunculus. Especially if he is a Hero and a Manikin.
